Reform
Resolution approved March 23, 2006
LCDC supports health care reform that establishes
single-payer health insurance for all PA residents:
Whereas: the Democratic Party supports access to affordable, quality and complete healthcare for all citizens
Whereas: the Democratic Party supports the freedom to choose doctors and hospitals for all citizens
Whereas: the Democratic Party believes no citizen should have to choose between medical care/medications and other life necessities
Whereas: the Democratic Party believes no citizen should be forced into bankruptcy due to medical bills
Whereas: at least one million Pennsylvanians have no health insurance at all and millions more have insurance that is inadequate for their needs
Whereas: Pennsylvania spends significantly more per capita on health care than many other states
Whereas: Health Care Reform would provide numerous benefits to the citizens and businesses of PA including:

The prices for medications would decrease for Pennsylvanians due to the state purchasing in large quantities

The economy of PA would benefit from a healthy workforce

The economy of PA would benefit from a mobile workforce free to move from job to job without fear of losing health benefits

Workers’ compensation insurance premiums would drop dramatically

Automobile insurance prices would decrease
-
Physicians would have more time to devote to patients due to less time-consuming insurance paper work

Physicians would be assured of 100% collection for services rendered

PA businesses would be more competitive without the burden of health care premiums.
Whereas: the Democratic Party is optimistic legislation can be crafted that provides the means to achieve the benefits stated above:
Therefore be it resolved:

LCDC supports healthcare reform that establishes single-payer health insurance for all PA residents.

The LCDC authorizes the Issues Committee to implement methods that will advocate this position throughout Lancaster County.
